Die Ausgangslage: Ein neues Jugendgremium für Kassel

Die Stadt Kassel wollte ein klares Zeichen für Jugendbeteiligung setzen – mit einem neu geschaffenen Gremium, das Jugendlichen eine Stimme in politischen und städtischen Prozessen gibt. Die Idee: 29 Sitze, verteilt auf sechs geografische Wahlbereiche, besetzt durch demokratische Wahl.

18.321 Jugendliche zwischen 13 und 21 Jahren waren wahlberechtigt. Schnell war klar: Die klassische Urnenwahl passt nicht zur Zielgruppe – und auch organisatorisch wäre das aufwendig, teuer und schwer skalierbar gewesen.

Die Herausforderung: Digitale Wahl, aber sicher und barrierefrei

Die Anforderungen an eine digitale Lösung waren hoch:

• Datenschutzkonforme und manipulationssichere Wahlplattform
  
• Keine App-Pflicht oder technisches Vorwissen nötig
  
• Mobile Nutzung über Smartphone, Tablet oder PC

Die Lösung: TEDME als digitale Wahlplattform

TEDME war für die Stadt Kassel die optimale Lösung und so wurde die Wahl vom 3. bis 9. Februar 2025 vollständig online durchgeführt. Der Zugang erfolgte über offiziell gedruckte Wahlunterlagen. Produziert von der offiziellen Druckerei, die regular für Kommunen Wahlunterlagen druckt, wurden diese mit dem jeweiligen QR-Code für den Wahlbezirk hergestellt. Folglich gab es gab sechs QR-Codes für die sechs Wahlbezirke. Mit dem QR-Code für die Wähler befand sich in dem individuellen Anschreiben die PIN-Nummer, das bedeutet der Token, für den jeweiligen Wähler. Kurzum: Sie erhielten eine postalische Benachrichtigung mit einem QR-Code, den sie scannen und anschließend mit Eingabe des individuellen Pins den Wahlschein auf der Wahlplattform digital ausfüllen und absenden konnten.

Die wichtigsten Vorteile für die Stadt:

Null Papierkram: Keine Stimmzettel, keine Auszählfehler, kein zusätzlicher Verwaltungsaufwand.

Sichere Authentifizierung: Jeder Wahlberechtigte erhielt individuelle Zugangsdaten – kein Missbrauch, keine Mehrfachstimmen.

Intuitive Bedienung: Die Wahloberfläche war in wenigen Sekunden erklärt – keine Hürden für Wahleinsteiger.

Echtzeit-Auswertung: Ergebnisse standen sofort nach Ende der Wahl zur Verfügung.

Die Ergebnisse: 

• 46 Kandidaten
• 26 gewählte Mitglieder
• 0 ungültige Stimmen – ein starker Beweis für die Systemstabilität

Das neu gewählte Jugendgremium startete direkt in seine erste Legislaturperiode und wird künftig Ideen, Impulse und Perspektiven der Kasseler Jugend in politische Prozesse einbringen.

Odd scales

An odd Likert scale includes an odd number of response options, typically 5 or 7, so it includes a neutral middle option (e.g. "Neutral") that allows respondents not to express a strong opinion.

• Advantages of odd scales:
  
  • Better orientation: The middle option makes it easier for your participants to take a neutral position if they do not have a strong opinion.
    
  • Flexibility: You can record both positive and negative opinions without a neutral option distorting the answers.
    
• Disadvantages of odd scales:
  
  • Neutral tendency: Participants may tend to choose the middle option. This can affect the validity of the data. In other words, you do not know clearly what the result will be for this question.
    

Straight scales

An even scale has an even number of answer options, e.g. 4 or 6, which means that the neutral middle option is missing and each answer requires a decision in favour of or against the statement.
